Do iPhones and Android phones need an app to open an NFC web link?

No. All modern smartphones (iPhone XS and newer, plus virtually all modern Android phones) feature background NFC tag reading. Tapping an NFC tag encoded with a standard URL immediately pops up a banner asking to open Safari or Chrome.

How much data can an NFC tag hold for a URL?

An NTAG213 chip holds up to 144 bytes, which is plenty of space for a 130-character URL. For longer URLs with UTM tracking parameters, use an NTAG215 (504 bytes) or NTAG216 (888 bytes).

Can I lock an NFC tag after programming the URL?

Yes. Most NFC chips support permanent write-locking (setting the lock bytes), preventing anyone from overwriting your link in public venues or retail stores.
